I think its $5.90 if you do not trade frequently. I trade over 200-500 times a day, so I worked out a special deal.
They segregate your account, standard for futures. I know there clearing firm is SIPC insured, but I think this only applies for stocks.
Yes, the 60/40 does apply for me, but you have to check with your tax advisor....
