I frequently visit Wilmington North Carolina which is a port for container ships. For the past six weeks the docks have been filled to capacity with military transport ships loading up troops and equipment from neighboring Camp Lejeune.

Given the volumes of equipment they are moving, I do not think this is just a show of force. I think Bush plans to use it.
