I get what you're saying and largely agree. An all out civil war/regime change is probably the only way to break the cycle because the corruption is soaked into the governmental infrastructure.
There's probably no way to do this, without foreign involvement and/or bloodshed.
There are many ways to do this and foreign involvement and/or bloodshed are the worst options of them all. Foreign powers will typically try to milk as much as possible from the situation. Bloodshed begets more bloodshed. US has tried these tactics in Iraq and Afghanistan, hardly success stories, I'd say the opposite.
