Yes.

And Lewis settled with Putnam/Townsends in 1998;
in 2000, found some new evidence , sued again.

Dont know about Lewis vs GS.

No, you're wrong. There is also a civil RICO. It's use against legitimate organizations is a bit controversial in legal circles, but it can be done. You have to prove a pattern of certain specified illegal activities like extortion or fraud. There is a big payoff if you win, triple damages as I recall.
