Liquidity on ECN-type FX exchanges

Based on previous posts in this thread, it looks like IB has better liquidity than HotSpotFX retail, is it true?
I was surprised to hear this since HotSpot is an FX only broker and has HSFXi to back it up.
 
At the moment IB has more banks providing prices than Hotspot does, but Hotspot is in the process of adding another to their Retail platform which will increase the liquidity on all existing pairs as well as introduce some new ones.

Can you give a rough idea of when the new liquidity provider will be in place and new currency pairs added?
