Likely a faulty monitor. Sounds like you should contact warranty ASAP or plan for a new one.

That's not stuttering. That's an issue with the panel/power supply. Could be your GPU also because you mentioned videos, videos are typically GPU accelerated. So when GPU has more load, it starts to develop issues.

I think not GPUs because I never had any issues before and I tried it on two PCs. Afterall, I am just watching xvideos not HD games. I doubt power supply because it gotta do with the contents coming in

Videos tax mostly the GPU as they are GPU accelerated. But if you tried the monitor on two separate PCs then it's not that.
Monitors often fail, I recently threw out mine, it was an Asus with an LG panel. LG products are mostly junk, only their most expensive stuff is decent.

I watched xvideos before on another screen, same PC, never had any issues, so must not be the PC-GPU. And the screen is fine all for static things except xvideos or some dynamic contents. Not sure if it's having problems with the fat women data coming in. What's different about xvideos than youtube and other movie sites?

Do you have problems with pornhub too? If not, watch there the videos. Most websites have all the same content.
