while the site posted above is somewhat exaggerated, plans for a "trusted platform" (ie, hardware-based copyright and identity verification) have been in the works for a long time.
to fully control licensing and identity would be a great benefit for the software and media companies, not to mention lawyers and the IRS. logistically, there's some doubt it could be implemented, and in any case not in the way fritz & co. envision it, for sure. but then again, the public seems to swallow whatever microsoft feeds them without protest, so...
