IB Phone order

I have never placed a IB order thru' phone . Can anyone advise me on the following,

1. What number to call ?
2. How to effectively tell IB what i want
3. How much will IB charge me ?

1 and 3 are on their website under contact and fees.

you also can only CLOSE positions at market.

#2, learn the code for letters A = alpha, B=beta, C=charlie, D=delta, etc.

(mine may be different than the 'original' ones).
 
they had 2 phone numbers. Can i use both or is there 1 which is eaiser to get thru' ?
