The exchange doesn't care if you are pro or lite in filling orders. the first in line gets filled for exchange orders.
lite or pro is just software and doesn't give you and advantage in order fills.
in the exchange, the market makers gets filled first.

retail investors used to pay $30 commission for a stock buy with $5000 value in the year 2000 or $60 round trip so the market maker would fill your order from inventory

Eh, Datek and Ameritrade were offering sub-$10 comms in 1999.

those were the new discount brokers mostly for daytraders who rack up $300/month in commissions and $100/month in platform software/data level two and news fees

All the deep discounters were web-based by 1999 and most did not have any kind of minimum requirements or data fees. I should know.
