Dramatic decline in the yield on 10 Yr T - Explain

I know Overnight will hate this but there were a number of markers suggesting the move in long-term rates was overdone.

Can anyone explain the dramatic decline int the yield on 10 Yr T?

I always thought when things got more risky interest rates went up? Apparently, not always.
 
Brown line is leading indicator for bond yields. Yields made new high and brown line did not.

You mean it poking the 2% level, and how I thought that was fairly high? You are right. But I have no feel for yields. *shrugs* T-Paper is beyond me.
