Did Trump screw over Puerto Rico with his bond comments?

Populist Trump in full swing one assumes, say anything to appease in the now expecting they will forget or be otherwise bamboozled by even more hyperbole.
One might imagine the markets will get used to it though anyone who trades Oil knows that may not happen, any tiny thing startles the market.

Of course it could be Steve Mnuchin playing games or possibly breathing into a paper bag, time will tell.
