Don't understand what you mean by "dumped". There are no extra shares just laying around, LOL. All shares are very definitely accounted and sold to someone at the offering price of $27/share.

I suggest you get a prospectus and read it over very carefully and it will help you understand the process better.

i suggest that you read up on marketmaking. it will prove helpful.
i will read an ipo prospectus to review how overallotments are handled and market stabilization is handled.

I used to be a nasdaq Market maker so ask me if you have any questions about that. Makret making for equities especially nasdaq has been all but eliminated due to the popularity and low cost of ECN's...
