Sterling has a Risk tool built into the Sterling Trader Manager. It is the same software as Pro, but with risk settings. We offer it to managers with multiple users where they want to place limits on trading by user that are more restrictive than our settings. Can you provide an example of what you mean? if you are talking about limit orders outside what is allowed (e.g. 10% away from last sale), No.
last sale include odd lots or just round lots ? For example, If Berkshire Hathaway current price quote is 400.000 but last sale is just 1 stock from 420.000, what is reference price ?

Vast majority of trading platforms with use Round lots for last tick price. Odd lots have less price protection and most traders don't want a odd lot execution triggering a stop etc.
Lightspeed does not allow trading 10% away from the last sale even if it is within the NBBO bid ask ?

This is a compliance setting and it done to be complaint. I do not have access to the logic, but I expect last sale is the exchange standard.
