Unless Congress has a 2/3rd majority The President controls the budget.There was not a 2/3rds majority under Reagan or Clinton
The President proposes the budget,The President can veto it if he doesn't like what Congress sends back to him

Everyone knows that congress designs the budget, and designs any of the bills that go through it. Dont get me wrong, Bush and Reagan were just as guilty, because they signed all this garbage into law, and they also threw out alot of bad ideas. I just find it humorous when these jackasses make the claims that republicans are the big spenders.
Here we have a group of 500+ people who create everything that becomes law and every single time the majority of those 500 people are democrats the debt drastically rises, Every time the majority of those 500 people are conservative the debt decreases, yet dumb asses will claim that the big spenders are conservatives, because 1 conservative (Reagan) was to much of a chicken shit to veto all of the liberal spending bills. And 1 other conservative (Bush) was a hopeless moron.
The other thing is that liberals will fight tooth and nail to maintain spending on programs, and they will fight for more government spending, they will willingly admit they want more government spending, and when a conservative argues to lower spending they will demonize that person. So on the one hand they will call conservatives heartless bastards for wanting to lower spending on social programs, then they will turn right back around and attack conservatives saying they are the ones who spend to much. Does that even make sense? Why do liberals like AK47 feel the need to lie in order to justify their position? He is a liberal and he supports big spending yet he feels the need to lie and distort facts to justify his opinion. I may not agree with Ricter on anything in terms of politics but i have a lot of respect for him, because he is honest, and he will tell you very bluntly that he is very much in favour of socialism, and more government spending. Most liberals will tell you they are in favour of every single spending program in the book, then they will turn around and tell you they wont vote for a republican because they spend to much.
If AK47 had the slightest bit of intellectual honesty, or was even mentally capable of any kind of meaningful statistical analysis, he would realize the fact that control of the house/senate (500+people) is much more statistically significant then 2 presidents. If you were trying to draw a conclusion as to which party traditionally spends more.
I dont deny that Reagan and Bush were both profligate spenders, and they both share an equal part of the blame, but you would really have to be a delusional shit head to come to the conclusion that conservatives are the big spenders when all the data proves it wrong, only because clinton happened to be in office during the tech bubble, when republicans forced him to balance the budget.

Democrats did not have a 2/3rds majority so Reagan and Bush could prevented all those big spending bills with the stroke of a pen but of course an idiots like maxi pad would argue it was democrats that signed those bills into law when The Constitution says Reagan and Bush had the final say on those budgets

Clinton best budgets were after he was re elected and and didn't have re election to worry about.The previous democratic president also had fiscally responsible budgets and left the office with a nearly balanced budget and less then a trillion dollar national debt

Indeed the president makes a recommendation as to what what percentage of the budget should be allotted to each different section. He then hands that off to congress who figure out the exact funding levels for everything. There is also a large portion of the budget which they create which is money that can be freely spent but doesn't necessarily have to be spent. Guess which party spends that money every single time?
