Several other users also say IB has the best short list. TOS was also good before it was bought. Now it seems IB is the best although it is not perfect (Order through TWS is not very convenient). I'll choose IB. Thanks for you guys' help!

Thanks! How many times you estimate stocks are unavailable for shorting, say out of 10 times, when you short in interactive broker or other brokers? In Optionshouse, most of stocks with clear signs of falling (>70%) are unavailable for shorting. I don't know that is common or not.
