It's a scam. He threatens the rating sites to remove legit ratings. The guy used to be a sponsor here.

These "sim-test" "prop" shops are all scams. A legit shop using this model would allow you to trade the simulator for free and hire those that have an edge. Stake the guy and piggy-back the trades in size. The only money made here is in the test fees. I am sure most of them are internalizing...
