I'm pretty sure Howard is using the ThinkOrSwim probability of touch calculation. It's not based on delta but on some other measurement, maybe statistical volatility and probability cones.

There's more to it than that, at least more than in the diagram.
Here's how I think of it in my head:

Not really. You have to use an external library like ta-lib to work on whatever backfill data you get from IB. I've done it and it's a pain.
