Yes, and the FED has made it clear that rates will remain low until 2014. Sorry, but there won't be a major sell off even 6 months from now. Rates will need to rise to close to 3% before you can expect another major sell off. 10 to 25% sell offs? We may see a few of those in that period of time.
Yes, once all the perma-bears join the bulls, we're close to the top. The vote at the end of that article suggests that there are still some bears waiting on the sideline, so there is still some upside, but not much.
