    It was limit down from around 9:10am (roughly), til the open. To my knowledge it was never halted during regular trading hours. The minimum halt is 5 mins, and it never stopped gyrating.

    I don't care if it was written for DOS. TWS is stable and dependable. I can't recall the last time MS released "amazing software" - or anything close. Windows 10 has a good rep because the last few versions have lulled people into a progressively crappier OS and 10 allegedly is the first one...
