    The problem is that if you place a large enough order you trigger an itayose auction and the regular time/price priority stops applying... During zaraba trading the priority is time/price.

    It won't necessarily affect outsourcing. Since you can outsource the design of that phone you're printing... but it will certainly kill manufacturing as we know it today.

    The guy didn't put IB over 20,000 transactions on his own... if the ratio for this penalty is 10:1 this means that IB sent tens of thousands of orders to get only a few thousand fills... and this retail trader is getting the hammer for using a trailing stop on his 2 lot position...     The CME document states that it is the Class A firm that gets fined. So unless he pushed the penalty on his own 3 times during the month sending more than 20,000 orders with the cancellation rate to trigger the threshold... he's got a chance to fight this.

    The license exams are about regulation. But focused mostly on the rules that affect the business of traditional broker dealers... related to client accounts, record keeping of documents, and understanding of the products they're selling. I haven't seen any license that covers market...

    On your limit orders... why not use TIF=IOC... so that they fill or cancel immediately? (avoiding the risk of an order sitting in the market while you try to cancel it)
