You can use StockFetcher (www.stockfetcher.com) to do a custom search to find just such a thing. It's a very reasonable fee (like $10/month or something), but you can even get useful info for free (delayed by a week and a limited number of symbols).

A possible cause is that the external programming interface for IB has some restrictions on how quickly you can request data. The delays could be Ninja doing its best to circumvent these limitations. If you're curious, here's more info...
