    I think because the order lies on an exchange and to change it to a different exchange you need to cancel it and then enter another order. While resting on an exchange you can cancel replace certain items. It's not impossible to do it's just not typical

    Really? They are option market makers on a few exchange and direct order flow to themselves.

    The plan and simple answer is they will never be exactly the same because they use a different model, different interest rate for each month and different dividend flows and you can use the bid ask average but they use their values.

    I expect that single leg orders do go to the exchanges, even through multi-leg orders from IB don't always, so it was likely some data feed issue from your mobile device. Just a guess.
