    Here in Canada they first said the law is 18 years of age. Now after making it legal...they are having 2nd thoughts and trying to change (amend) the law to 21 years of age because research showed the human brain is still developing by age 25 years of age. Not sure why they settle on moving it...

    I think I understand. Its like as if someone tells you that they "want to manage your money"...they are in fact saying they want to trade your money. Yet, it may still have nothing to do with trading...he may want to learn about "managing money" for investments...something more along the lines...
