This might come as news to you but Chuck Hagel of Nebraska spearheaded a regulatory overhaul bill ( which McCain jumped on 8 months later ) back in 2005. It never even came to a vote in the Republican majority Senate because Hagel's effort was "sabotaged" by a REPUBLICAN consulting firm...
