You need first to find why you are failing with a 5 figure account and not with a small account. Not sure what type of instrument you are trading, but for some, a 5 figure account is not considered as a big account.

That depends a lot on your abilities as a developer.
Interfacing a system to your broker for order management using their API is not a big thing. I know many developers who can do that in a couple of days without too many trouble (been there done that!).

When to exit is the most important question we should ask because we make or lose money only when we exit a position.
I would say, it doesn't matter.
You should concentrate your energy in making money, not in choosing which language is best.
The best language would be the one you are the most comfortable with.
The language you chose will not make any difference on how much money you will make as a retail...

I couldn't say about 'if touched' orders. It depends a lot about which stock exchange the orders is routed to.
But I'd say that your situation would be the same for any type of orders.
All your orders are sent to a stock exchange (assuming you meant stock!). Your broker doesn't have any control on which order could be filled once they reach the exchange order book.
It would say that all brokers do the same thing.
Not sure why you want another developer as you already have one with decades of experience.
Coding bots and automated systems doesn't require a full team of developers. Just one is required (been there, down that).
The hard part is finding a profitable system.
