It could mean that there is a router (or firewall) that is not only ignoring ICMP packets (ping) but its also blocking them. Post the destination here for confirmation.

Looking at the screenshot of your tracert I don't see anything wrong - 30 to 50ms of latency is normal and there are no large jumps indicating a bottleneck.

Its possible to proxy or tunnel the traffic through a port that is allowed (say port 80, http) but the technical details of how to do that maybe too daunting.

I don't know if its still the case, but there used to be an option to statically link the libraries rather than dynamically linking them, thus no .DLL's required on the target machine. Of course the resulting exe is much larger....

In the same vein, why does anyone need a chart? Why not just stream raw T&S data to your screen? Displaying one minute (or any time frame) bars in a chart is just a visual construct that imposes arbitrary structure on the real (tick) data.
