Nah, the reason is = no electronic matching platform for options yet. MMs can only live with wide spreads. To reduce the spreads you need to eliminate MMs.

MTE is absolutely correct. ITM options have no advantage except you pay higher margin. Also, the Bid/Ask spreads are typically higher than OTM options.

You could do Gamma Scalping closer to expiry. Works well for the options 4 - 5 days before expiry.
