Now you are missing the point. It keeps the SEC happy. By having a 7 reduces the liablility of these exchanges and BD's.

Correct, the reason for the 7 is, people back in "99 were over extended on leverage and brokers weren't able to meet margin calls, along with some other issues. Passing the 7 just ensures you have a basic understanding of the market and understand the risk involved.

As my securities attorney explained it, this is another problem. As a BD, you are required to register with an exchange OR finra. If you are going to have customer accounts, you HAVE to register with FINRA. This is ONE of the reasons they are looking at deposits as a retail relationship...
