Negative rates work like dividends which is why hard to borrow securities have elevated puts.

Sorry, but dividends increase the value of puts, because you can hedge with the basket of stocks and get the dividend, and have the effect of lower the call values for the same reason. I can sell the call vs a basket of stocks and get the dividend.

Options are priced vs the future not the cash. That might account for some of the difference if the future is well below the cash. I'm more familar with SPX. It is not priced vs the SPX cash but where you can hedge which is the ES or SP future.

Do you need portfolio margin? Does the clearing broker have to be outside the USA? Bob

We never open for trading that day. All the lines were cut downtown. The NYSE has a back up facility now, not sure what they had then.
