Your ignoring the entire fact of the matter. The claim of certification is in dispute. Unlawful and frraudulent elections were "certified" by partisans reaching beyond their powers, and prohibiting meaningful access to evidence and oversight.

The alternates represent the voices within a state that is experiencing turmoil and injustice. Pence was either well aware of that injustice or was ignoring it. Those states were having trouble adjudicating their most legal decision given rhe time constraints against those corrupt partisans...
