    Rule avoidance...Check this...

    You need to check with your firm. They need to do the paperwork for the firm as a whole (not just you) which prevents duplicate fees by the exchanges. This needs to be done by your firm on a monthly basis and if the proper paperwork isn't done, then you'll get the duplicate fees.
