Unless you do not live in the US, or you have Fidelity as a broker, you can't buy WL (legally that is, and it's keyed to a machine)

Just a FWIW thanks to IB for giving account holders the "paper trade" account. I've been testing some new futures systems on it. Super useful, but you have to be VERY rigorous, like always, and treat it like a real account. I log the details of each and every trade in Excel and take pains...

I haven't gotten a notice yet. Could be IB, or a phish attack. Could someone verify the Account Management link in those emails? Does it point to the real IB site? DON'T CLICK IT, just check the URL. Otherwise, I hope an IB rep will tell us if it is an IB error.

Here is a real IB funds rejection email. I got it because my bank routing was wrong. Sounds like you got hacked. They must have not been able to grab that rejection email before you saw it, because IB ALWAYS sends this token confirmation email first: Dear Customer: We have received...
