    2000. XP (even with SP1) has some issues with VBScript. This may or may not be an issue for you. Personally I love the eye candy of XP but for serious work, stay with 2000 for now.

    what are you guys using to capture screens/draw on charts?

    For capture only irfan is about the best you can get for free. It is very fast. It also excels at batch converting images. It does not draw. So you need something like MS Paint to do that.
