    I am sure some Italian commodities folks are based in Libya and pre-conflict the communications infrastructure was OK. I know a few folk who have worked there and its not as unfriendly to westerners as most other Arab states although that may change.

    Most western states including the US are hostage to deficiencies in resources (although the US less so than others) the only sure winner would be the Russian Federation.
