    You can put a limit but if you miss the block because of your limit being to far away from the market then the Mkt order will get you on. Since you are having trouble getting the block Mkts will do the job. The thing with the limit is you don't know what the block price will be when the block...

    Use a market order to NY. Mkt's take priority over limits especially if everyone else is doing what you are doing.

    You can ask your executing broker to get you a ruling if they can't get anything else from Dot Services. Ask your Dot provider, they will know what it means.

    3rd market print is pretty meaningless, but the NYSE print is the one that you can get the adjustment on especially if it took that long. Also, If they dont' give it to you get a ruling.

    Who's your broker? Was that 28 print before your fill? Is so, I'd try to get that 28 print. What was the time frame of your fill too(how long did it take to get a fill)? If it was over 60 seconds you can get an adjustment pretty easily. But it depends on your broker too.

    Do you really have a valid point above? 1. why a specialist should ever be allowed to make a price improvement for his own account. I.E. why should he be allowed step in front by a penny. I suggest they should never be allowed to improve for less than a nickel. That would improve things...
