Calling a floor broker to negotiate the price and ask him what he will give you for a block of 500k shares might be better at times than electronically trying to manipulate the market and not knowing what price you will end up with when you start buying or selling.

Nothing is completely reliable. If it was an exact science, we would all be rich wouldnt we? You gotta play the odds though. You use trendlines to see which direction the stock is going and indicators to see when to get in or out. (at least thats how i do it)

Yes...if you have a margin account. Retail accounts give 2 to 1 margin. If you have 25K you can get 4 to 1 margin (some places will give you 10 to 1 with series 7 licence) and Bright Traders get unlimited margin.
