Most of what you described, plus some things you haven't brought up are being done in private trading houses. All you need is about 20,000 man hours to implement it. If it is for yourself or a trading company with deep enough pockets and a couple of years you have the concept.

Contact someone like SLK, ABN, Bear, etc., tell them what you are doing, they will want a minimum of $500K, more realistically, $1,500K, and you will be on your way. You might run into a 50% non-US source problem. Worst thing about it is your fees might be higher; they are used to hedge funds...

The ultimate trading arragement is a non-US person trading in a no tax offshore country with a prime brokerage account; making them not subject to Reg. T, capital gains taxes or regulators.

It will not cost $40k, between $5 - $10K is probably more like it. The Bahamas are a better idea than BVI.

Before any of you guys try that, that is an old game that will technically work and I gaurantee you will get caught. DO NOT TRY IT.
