I prefer no taxes on trading. I recommend that all orders submitted (market, limit) be uncancellable for 5 seconds. After an order is live for 5 seconds, you can cancel it.

Unfortunately, NinjaTrader doesn't story historical volume. So, I can't backtest with the NVWAP indicator.

Here's an idea on how to handle that. After Row 1 is entered, compare Row 1 and Row 2. If they are the same, delete Row 2.
