    Yes there are 'official' marketmakers on Globex - without that rule they couldn't, for example, constantly stream quotes due to the CMEs messaging policy, from which they are explicitly exempt. There is really not much information available on that topic on the cme website.

    No, it just means firm operating money and client funds are in separate accounts, but in the case of a bankruptcy said client funds are still subject to creditors claims like all other firm assets. Its not the same kind of segregation like i.e. US futures accounts.

    "on EBS market there is no such thing as leverage" The platform itself has nothing to do with financing/leverage - its a thing between the client and the (prime) broker. Of course there are firms with which you can trade on a margin basis on ebs (or any other market for that matter).

    UK is very unlikely to move toward strong regulation. Some EU countries want to impose stronger hedgefund regulation and transaction taxes etc, but UK vetoes any EU-wide legislation in that direction and will do so in the future. London is by far the most important financial center in the EU...
