You are interpreting that quote wrong - it is saying that they will take 31% of the person's income and that income will be from unemployment insurance (if they qualify for this program they have to be unemployed), so its 31% of their unemployment insurance payments.
Unfortunately I can actually afford my mortgage payments and have substantial equity in my house even at lower valuation levels so it looks like the gov't will continue to take my money and give it to stupid irresponsible folks. Unbelievable.
The best solution for what? Online shopping? Restaurants? Gas Stations?
To each his own, I have no problem using credit cards knowing that I'm fully backed by credit card protections and I receive all the benefits they provide.
