TS just informed me ECBOT is down again. God what a fucking mess. HOW CAN AN EXCHANGE NOT HAVE BACKUPS?

The worst I remember the eCBOT was down for almost four hours. And then when it came back up in the early afternoon, it was shaky and inconsistent in its data.

www.tradingcomputers.com is a good place. Stuff's not cheap, but it's solid stuff and should last longer (usability wise) than a Dell. Plus, it's created specifically for what you're using it for (trading) not picture manipulation, email, HDTV recording etc.
