    Most countries don't have any transaction tax. The only country I can think of is UK which has a stamp duty.

    I trade with Echo and wasn't able to send any short orders to day. I was up all night to prepare for this and someone at Echo/Merrill screws up. Would have been my second best day ever.

    It's beyond me how one can speculate going short without borrowing and not getting penalized. I mean, if I opened a car dealership and sold cars with deklivery in one week and never delivered at due dates, that would be fraud and prison.     Naked short rule to be applied across entire market

    Ok, but why not just penalize those who short without borrowing? To strengthen rules for borrowing takes a lot of manpower, and customers have to pay up. Why not send the bill to those who break the law?
