I would count that as TA since you have to have technical data to calculate any statistics. It would probably not be considered "Traditional" TA though.

As nazzdack mentioned this is only in "theory". The problem is no matter how you get to a delta of 1 you still can't get an exact movement dollar for dollar with the underlying. No matter how you get to a delta of 1 time decay and volatility will still affect accuracy.
