    Here is my explanation: he sold the 2$ short and to reduce the cost of margin he bought the 3$ call. I do this all the time though not with those kind of numbers obviously. It reduces the capital outlay required for the trade enormously.

    Ok I answered my own question by verifying action dates against actual releases. There is a lag of a day or even three in general. Hence the options should not price in the volatility of the release of this information.
