On the report that I attached, it clearly says that the Rating Date is 02 Oct 2023. This information appears at the bottom of the first page, in the lower left corner.

That may be generally true. But many bonds do get updated ratings, whether it is because new debt is issued or for some other reason. As an example, I've attached a Moody's report for a bond issued by PSEC in January 2021. Moody's published a rating in October 2023.
