Um, netflix had a 12% operating margin in 2011, which is pretty good for a distributor. Operating margins were positive all the way from 2003 to 2011. This year the domestic business continues to be solidly profitable, supporting losses in international segments.

There's no prefect hard criteria but if 30% of the float is short then you should watch out. The hard to borrow stocks are the ones institutions think make really good shorts and are therefore willing to pay high interest rates to borrow them, and therefore the brokers charge high interest...

I think the issue is more the rates they charge you for hard to borrow securities. Popular shorts often cost 30%+ to borrow.
