I would think any fundamental screener could do this. Put in TodaysVol = AverageDailyVol * 2 or whatever. Portfolio123.com will do it. Are you talking about daily or intraday data? I also recall Qcharts having a built-in screener for "Unusual Volume" which was similar and updated intraday.
