So the SEC has gone after naked shorting as well as all shorting of financials to protect public companies. Our dear Christoper Cox had acknowledged the main damage was done by intraday trading and not by naked shorting. Well any daytrader who monitors level 2 often for low volume stocks...

And what about a case there is a violation of naked shorting? How would that get monitored to know when a broker has already ran out of shares?

Placed order to buy at ask, not a market order. Stock was about to make a movement forward--not against me, but in the same direction.

Quite clear to me that the $14.04 offer was not taken out by anyone else, and was not cancelled just at the same moment. I was watching level 2 closely, and there was a sudden major shift in the bid/ask that happened in the wake of my order.

Yes, it's Thinkorswim. However, TOS says the source of the issue is with their clearance firm, Penson. I'm referring to stock trading.
