ECNs can have bad ticks... it just has to be a certain percent out-of-line from the market. The side in error has to complain and request a bust. If the ECN busts the trades that triggered the stop, then you can have the stop busted. :)

WOW is with or without a trade. Odd lots cannot trade without a round lot. So if you have to sell 50 shares of stock on the NYSE and the stock has traded 0 shares today, you will not get a fill on your order unless either a round lot trades or you change your order to WOW. :)

It is very simple really and you might even be able to try again at the same broker. They just want to cover their ass in case you blow out. They want to make sure that you have experience... So tell them you have experience with covered calls, long options, spreads, and naked options...
