This is not a speed of light problem. The data travels about 130 miles per millisecond. IB will do whatever they do on their own servers and networks before sending to the exchange. So you can be in the same building as NASDAQ servers and it won't matter. The middle man (IB) is the delay.

I should clarify that order entry times are not evenly distributed between 200 ms and 1,200 ms. More data is required to properly describe what is happening. But it's never "fast".

You did not tell us if you fixed this problem. Your job as a trader is to take money from people who think this way. Don't become one of them. If you want to win (and you can) then your job is to design a strategy that mathematically puts the odds in your favor. Everything else is noise.

On the surface it looks like a reasonable trade and the return probably represents the market value of the risk you are taking on with the ETN. Don't ignore that cost and assume 100% of the return is free and clear.
